Federal immigration agents shot and wounded a Dominican man while arresting him in New York City on Thursday, prompting protests and demands for a detailed explanation. The Department of Homeland Security described the arrest as a “targeted enforcement operation.”
The man survived and was hospitalized, according to the agency. Federal officials did not describe exactly what led to the shooting, saying only that “during the incident, an ICE officer discharged his weapon” and that the man was injured.
The Department of Homeland Security called the man a “criminal illegal alien” and said he had a prior grand larceny conviction as well as a history of other arrests. The agency said he had been arrested in December 2023 but was later released.
Federal officials blamed what the agency called “reckless” policies in cities led by Democrats, including New York. The agency did not provide additional details about the circumstances surrounding the officer’s decision to fire.
New York City Mayor Zohran Mamdani responded by calling for an end to all Immigration and Customs Enforcement raids in the city. Protesters gathered at the scene and chanted, “ICE off our streets now!”
An FBI spokesperson said an evidence response team was going to the scene “to support our partners at the Department of Homeland Security.” The spokesperson offered no other details, and messages seeking further information were sent to federal authorities.
The New York Police Department said in a post on X that the wounded man was conscious and receiving treatment at a hospital. The department also said its officers did not witness the shooting and were not involved in it.
The shooting occurred in Marble Hill, a small section of Manhattan attached to the Bronx. Pedro Almaraz, who works at a nearby restaurant, said he heard approximately three or four gunshots before seeing a man on the ground.
Almaraz said several officers surrounded the man. He described the officers as wearing face masks and vests carrying Department of Homeland Security branding, while witnesses at the scene were screaming.
Videos and photographs posted on social media by people at the scene showed a man sitting on the ground with his hands behind his back shortly after the shooting. Another video showed New York City police officers carrying an apparently injured man into a police vehicle.
A damaged car was visible nearby, blocking the roadway. Small holes could be seen in two of its windows, while videos also showed agents wearing ICE badges at the scene, including one agent carrying a rifle.
New York Gov. Kathy Hochul, a Democrat, said in a social media post that she had been briefed about the shooting. “We expect federal authorities to provide a full and transparent accounting of the circumstances surrounding this incident.”
“New Yorkers deserve to know exactly what happened and why,” Hochul said.
Mamdani, also a Democrat, called the shooting “an unconscionable and incredibly serious situation.” He said he had called President Donald Trump and planned to demand that the Republican president halt all ICE enforcement actions in New York City.
“I will not stand by while ICE agents terrorize our communities,” Mamdani said. His demand came as demonstrators condemned the shooting as an example of the dangers posed by the Trump administration’s immigration crackdown.
